COCHABAMBA, Bolivia, 31 de mayo de 2018.- Para nadie es un secreto que los opositores del Presidente boliviano Evo Morales, han querido ingresar a los escenarios deportivos a manifestar su desacuerdo con el gobierno. Así lo hicieron durante la ceremonia de inauguración de los XI Juegos Suramericanos, Cochabamba 2018. Algunas personas activistas, que están en contra del gobierno actual, ingresaron al estadio Félix Capriles, con camisetas marcadas con el 21F gritando arengas “Bolivia dijo no”.
¿Qué es el 21F?

Son plataformas ciudadanas y organizaciones políticas de oposición, quienes piden el respeto al resultado del referendo del 21 de febrero de 2016, que consultaba a la población si estaba de acuerdo o no, con la re-postulación de los actuales gobernantes para el periodo 2020-2025.
El resultado favoreció al no, sin embargo, el Tribunal Constitucional Plurinacional basado en un recurso presentado por asambleístas nacionales, en el que se considera la reelección como un derecho humano, definió que Evo Morales puede postularse a un nuevo mandato, en las elecciones generales de 2019.
Esta es la razón por la que un grupo de activistas de las plataformas ciudadanas están realizando manifestaciones y quisieron aprovechar los escenarios deportivos para ser oídos por los internacionales que vistan el país durante las justas deportivas.
La posición del gobierno
Ante esta situación el ministro de Gobierno, Carlos Romero, afirmó que en los escenarios deportivos no se puede hacer política, así lo publicaron varias páginas web nacionales, «En los escenarios deportivos no se hace política, son normas internacionales, (es decir) no se llevan mensajes de provocación, no se llevan mensajes de discriminación racial y éstas normas internacionales las hemos recogido en el Decreto Supremo 1.515 de febrero de 2013».
Según publicó www.lostiempos.com “el artículo 4 del decreto supremo que cita el Ministro, da cuenta que “se prohíbe el ingreso, promoción o exposición de cualquier pancarta con mensajes racistas y provocaciones que inciten a la violencia, en el estadio y sus inmediaciones antes, durante y después de los partidos”. Esta norma fue dictada a partir de los hechos que se registraron cuando un hincha de San José (equipo de futbol), falleció en el estadio Jesús Bermúdez, en Oruro, a causa de una bengala que fue lanzada por los fanáticos rivales.
¿Son prohibidas o no estas manifestaciones?
Según se lee en la página la Agencia de Noticias Fides – ANF https://goo.gl/dDXHLU, el jefe de la División Américas de la entidad internacional de Derechos Humanos, Human Rights Watch José Miguel Vivanco, calificó como un “absoluto disparate” la declaración del Ministro de Gobierno, Carlos Romero, en la que supuestamente existen normas internacionales que prohíben que se haga política en recintos deportivos. “Es un absoluto disparate sostener que el derecho internacional prohíbe las expresiones políticas durante espectáculos deportivos. Ese argumento no tiene ningún asidero jurídico”, expresó Vivanco.
La solución
Durante uno de los eventos, tuvimos la oportunidad de hablar con algunos miembros de la Policía Nacional, quienes prefirieron no dar sus nombres, pero que manifestaron que hasta el momento la situación está bajo control, para que no se presenten inconvenientes en los escenarios deportivos. Ellos tienen la orden de no permitir que personas ingresen con camisetas marcadas con mensaje político y que en caso que algún ciudadano se presente en la entrada con éstos, deberán pedirle que lo cubran.
Parte de la responsabilidad de la Policía es mantener el orden y la seguridad de los atletas y visitantes durante los éstos XI Juegos Suramericanos Cochabamba 2018.
Finalmente, dialogamos con tres directivos de los Comité Olímpicos Nacionales participantes en estos juegos, quienes también pidieron que no sean revelados sus nombres, y estuvieron de acuerdo en decir que al margen del problema político que vive Bolivia, los CON deben ser apolíticos, por lo que prefieren no ahondar en el tema.

SOUTH AMERICAN GAMES COCHABAMBA 2018, IN THE MIDST OF POLITICAL PROBLEMS IN BOLIVIA

COCHABAMBA, Bolivia, May 31, 2018.- It is no secret to anyone that the oppositionists of Bolivian President Evo Morales have wanted to enter sports venues to express their disagreement with the government. They did so during the opening ceremony of the XI South American Games, Cochabamba 2018. Some activists, who are against the current government, entered the Felix Capriles stadium, with shirts marked with the 21F and shouting «Bolivia said no».
What is 21F?
They are citizen platforms and opposition political organizations, that ask to respect the result of the February 21, 2016 referendum, which consulted the population whether if they were agree or not, with the re-postulation of the current President for the period 2020- 2025.
The result was in favor to the NO answer, however, the Constitutional Court, based on an appeal presented by National Assembly Members who said that the re-election is considered a human right; stated that Evo Morales can postulate his name for a new term in the general elections which will take place in of 2019.
This is the reason why a group of activists from the platforms are protesting and wanted to take advantage of the sports venues, to be heard by the internationals citizens that are visiting the country during this sports event.
Government’ position
As published by several national websites, the Minister of Government, Carlos Romero, «In sports you cannot do not politic, that is international standards, (ie) not messages of provocation can be are carried, messages of racial discrimination are not carried and these international rules have been included in the Decree Supreme 1515 of February 2013 «. According to the publication of www.lostiempos.com «article 4 of the Supreme Decree quoted by the Minister, it state that “it is prohibit the entry, promotion or exhibition of any banner with racist or provocations messages that incite violence, in the stadium and its surroundings before, during and after the matches». This rule was dictated by the events that took place when a fan of San José (football team) died at the Jesús Bermúdez stadium in Oruro, because of a flare that was thrown by opponents’ fans.
Are these manifestations prohibited or not?
As it was published by Fides News Agency – ANF (by its initials in Spanish) https://goo.gl/dDXHLU , the head of the Americas Division of the International Human Rights Organization, Human Rights Watch, José Miguel Vivanco, described it as an “absolute nonsense” the declaration of the Minister of Government, Carlos Romero, in which supposedly there are international norms that prohibit politics from taking place in sports venues. “It is absolute nonsense to say that international law prohibits political expressions during sporting events. That argument has no legal basis, «Vivanco said.
The solution
During one of the sports events, we had the opportunity to speak with some members of the National Police, who preferred not to give their names, but who stated that until now the situation is under control, to avoid problems in the sports venues. They have the order not to allow people to enter with T-shirts marked with a political message and that in case any citizen shows up at the entrance with them, they should ask them to cover it.
Part of the responsibility of the Police is to maintain the order and safety of the athletes and visitors during these XI South American Games Cochabamba 2018.
Finally, we talked with three National Olympic Committee members of the participant’s countries in these games, who also preferred no to give their names; and they have agreed by saying that, aside from the political problem Bolivia goes through, NOC must be apolitical, so they prefer not to talk about the subject.
